Creating an Oracle Listener using NETCA
IN Linux platform write NETCA
[oracle@testing Desktop]$ netca

Click on Next

Again Next

Give the name of listener and click on next

Select protocols you want and click next

Give port number you want to use for oracle. By default it will use 1521

If you want to configure another listener then select yes else No

Click on next

Click on Finish as process is completed.
The listener status can be verified by issuing the lsnrctl command like below:

…and the listener configuration will have been written to the following file:
$ORACLE_HOME/network/admin/listener.ora
